I completed a Vodafone contract including Huawei mate20 about 3 months ago, can I change the device due to the dispute between the USA and China? If so, why?

Rather not. Because currently it looks like the Huawei devices will continue to receive security updates. Only no new Android versions. But you probably have no claim to that anyway.
So I can still use all apps from the Playstore and get updates for it?

The way it looks, you can't (yet) do it.
In the next 3 months, Huawei still has a temporary Android / Google license. As long as everything goes on normally. Android updates and Google services are still available.
If the PlayStore should be unusable in 3 months, you can try it. Because there are still security updates, it might not work.
Refers to a purchase, but should also be transferable to a contract.
