Configure your iPad over the mobile network, is that possible?

I have a nice, new Ipad at home and I don't know how to configure it. I don't have Wi-Fi, but I have a HUAWEI Mobile USB stick for the mobile network. I've already plugged it in (went well via adapter), entered HUAWEI Mobile under "Choose another network", but nothing happened. Is there a way to configure without Wi-Fi?

No. "Unfortunately" this always has to be done via wlan, because data is downloaded over 150MB

If I configure it with a colleague now, can I hang my HUAWEI Mobile on it later and thus into the mobile network?
