I assume that he is trying to end the trade war between China and the US.
I think that he will at least not punish Chinese companies out of gut feelings, but that he will not lift it on January 21st, but will allow it to flow into the negotiations to normalize trade relations.
He will certainly let go of the pressure on Europe to boycott here, since it was all about giving orders to US companies like CISCO or Juniper. Just by protectionism and blackmail one does not strengthen one's own economy either.
