In and of itself, videos can be "prettied up" in any editing program
How should the program know how the video should look better if the original material does not have this information?

There's no such thing. You can't improve the quality of a video afterwards. You can increase the contrast / micro-contrasts so that videos and pictures appear a bit sharp (assuming the focus is right), but if a video was recorded out of focus it is out of focus.
It works in pictures. Why shouldn't it work on videos?
Yes, you can do that in almost any machining program.
This is also not possible on pictures, because only the sharpness impression is increased by a higher contrast, the quality remains the same.
