Connect Android phone to monitor / TV via USB-C on HDMI?

From my Surface Pro 7 I have a USB-C to HDMI adapter. I would also like to be able to use this with my cell phone (Huawei P20 Lite). Simply connecting them is not enough, at least I don't get a picture. Does anyone know how I can use the adapter with my cell phone?
