Pokemon go location could not be located 12?

I have a huawei p20 lite 9.1.0 version that can't be rooted. Now I have the problem pokemon go I can't use on pokejoystick so as if I tried developer option locations everything possible there's a trick or a possibility to use the man 2020 pokemon go joystick without root or without the cell phone to use thanks in advance
