The cell phone is no longer working, so I can't activate USB debugging and so far I can't find any software that supports Huawei and does not require USB debugging to save data. I would be very grateful if someone can help me!

If the cell phone is no longer activated, the data can no longer be read out. Unless you do it directly in the cell phone and even then there's a reason why the cell phone does not work e.g. Water.
Only a professional can do the above.
Otherwise, did you still have to draw the life of the cell phone from a backup?
Take out the SD card and see if there's anything on it instead of in the device memory?
