Why does installing Google Play always have to be so difficult?

So there are Android phones where there's no Google Play on them (such as today's Huawei phones). But I wonder why Google can't make it so that you can simply download Google Play directly from the original site instead of making all these complex detours to other websites and that Google itself does not allow you to install Google Play on other mobile phones despite the Google Play itself is 100% free? I can understand well with paid apps, but not with this free Google Play app.

I don't believe it because the president, whoever it is, is very much influenced by the economy. Since the trade war is raging at the moment (which was not triggered by Trump) but simply arose out of power struggles, a president can't change that easily.
