I can't update my apps in the Play Store anymore. Village is forever (Have it run for three hours) "Waiting for download" and more does not happen.

If you normally download via wlan try to "reset" the wlan so completely remove it then add it again, if that does not help play store reset / uninstall and ausm Internet reinstall.

Where can you see that? It updates everything anyway automatically
Your Android version, you know how you write. In PlayStore, the app you want to install has the description of which version of Android you need in the description.
