Apps do not download anymore?

I do not know when it started.

If I want to download apps then download that does not download but it is all the time "is downloaded" and after several minutes nothing else happens.

Handy restart rarely helps to clear data and empty cache I've tried synonymous. I have the Huawei P20 Lite and Android 8.0
