Improve camera quality or photo resolution Huawei P30 Lite?

Can I change the camera quality on the Huawei P30 Lite? So that the quality of the photos are better?

Except for replacing the device there's nothing.

You can set the 48 megapixel mode in the camera settings on the top of the gear, with the disadvantage that the photos then eat up memory accordingly, for 60-70 photos approx. 1 gigabyte.
