I want to get a new smartphone with a focus on the camera.

It should be able to take great pictures, day and night. Above all, the filming should work smoothly, perhaps with 4k60fps and what is important, it should be able to film very well in the dark or at night.

I would like to be able to make many settings manually, such as ISO, aperture, etc. But I think that some apps can also access the camera. Correct me if I'm wrong.

Some models that I know and that are in my price range are BSW.

Take a look at oneplus, they usually have very good cameras installed, the oneplus nord was just released, that should be quite good, but maybe a little below your asking price.

Would recommend the P30 Pro to you because I have it myself and am very happy with it. The battery life in particular makes some other models look old. With normal use, I can easily get there for 2 full days.

And in terms of camera technology, it was the top model last year, according to DxO Mark.

I agree, with OnePlus you also have a Pro mode where you can control shutter / ISO / K / WB / focus. Unfortunately only in photo mode.
