I have a new smartphone Huawei Mate 10 lite. And I only get messages when I go on Wahtsapp. I have set all app notification.

Settings, battery, app sleep mode, close apps. There you set the apps that are also active in the background. Of course Whatsapp has to "not close" so that messages can also arrive in the background.
