Basically every 3rd. Party card manufacturers first of all have acquired corresponding manufacturing licenses from the respective chip manufacturers for the use of the graphics chips and the use of the circuit board patents.
Otherwise, a graphics chip from (e.g.) AMD, Nvidia or someone else may not be soldered onto their own circuit boards under their own name and marketed as a card. At least in the OEM area there are (special) licenses, among other things. For the Chinese market and final manufacturers there.
However, there can be some restrictions for commercial marketing with a determination to certain countries / regions.
The catch is then that a "Geforce GTX 960" (as an example) that is legally manufactured under license does not have to contain the original and / or uncut "GM 106" graphics processor.
There are only two chip manufacturers who are involved in the upper range. And then there are various who use these chips, Asus, Zotac, Biostar, MSI, Gigabyte, Galax, Colorful, Inno3D, Sapphire, Forsa, Leadtek… I can't think of any more.
