Yes you can, only with the new models Google services are not included, i.e. Honor V30, P40, Mate 30 Pro, Honor 9X and other new models.
The latest Huawei smartphone is no longer delivered with the latest Android version and without all Google Apps. (So even without a Play Store) So definitely not recommended. Affects also the subsidiary Honor.

The system from Huawei, HarmonyOS is open source (exposed source code - so freaks can be checked) is something like a "Google cleaned Android". There's no access to the Playstore, but almost all apps.
Most apps are also offered by other sources:

FDroid - very good apps from the open source sector.
So you can actually use everything as before without Google.
