Would like to connect my huawei p20 pro to my smart tech 40 inch smart tv.

Preferably wirelessly, otherwise also via cable. Not really matter.

My only problem at the moment is that I don't have a permanent internet connection, at the moment I can only access the net via my mobile phone. To be precise, 6.5gb per month. Not much.

Is there a way to somehow watch the films U videis which I have on my mobile phone on my TV? But WITHOUT using my rare data volume for this?

A precise explanation for this approach would be great.
