Huawei's cell phone Do not come in?

If the message: "emergency calls only" comes, there are only two explanations: either the sim card is not active (eg with prepaid the validity has expired) or at your location there's no network connection to your home network (eg radio hole). Try: put the Simcard in the same location in another phone and try another Simcard in the phone.
