I found a power bank that has a big 20000 mAh battery and is equipped with Quick Charge 3. The power bank can give Max 48 watts and wonder if that is enough for Huawei Quick Charge?

The power bank you mentioned is more than sufficient, especially with Quick Charge. With a size of 20,000 mAh, you can fully charge your phone a good 8 times.
