With what / how can you edit such lowlight recordings?

I've heard of and filters, but no idea what it is.

Are there any good apps or is it only good on computers?

The example picture is an evening shot that was taken with the Huawei P30 Pro.

And filters do the opposite, darkening the image. You don't use them digitally either, but screw them in front of the lens. You probably mean a graduated filter, so the sky or parts of the picture can be darkened.

But in itself you don't need that for this picture. ISO high, aperture up, shutter speed to 1/60 then you can do it hands-free. Alternatively, free parameter selection with a tripod.

Take a picture in RAW for editing and load it into Adobe Lightroom. Some cameras come with their own software.

You just take the picture with any camera. It's actually not really low light yet. You don't need a filter there either. Keep ISO small, that gives less noise and better dynamics. Do not open too far, otherwise the cover of the focus will no longer work…

What do you want to work on?

An and filter is useless for dark, blind ones because it only makes the image darker.

Just download one of the apps and try around a bit until you get the look you want.
