Static charging of the laptop?

I have a problem with my laptop.

The problem:
On the one hand, I often observe a kind of vibration when I stroke the metal case with my fingers. Since I only feel it sometimes, I exclude a mechanical effect and suspect that this is related to a static charge (but I do not know).

That alone would have been "treatable", but if I have the laptop on my lap and someone then touches my skin (even on my face), it feels like a strong unpleasant vibration or like small electric shocks in my skin and in my skin Fingers on. It was not a brief discharge, but the electric shocks "continuously" followed the movement of the finger. The laptop was NOT connected to the charger at this time.

To the laptop:
It is a Huawei Matebook D with aluminum housing.

Now I have three questions:

What is the reason for the described circumstance?
Is this whole health concern?
What can I do against it?

This seems to be a mass problem Health concerns I say no because it is not a high voltage but usually this voltage would have to be routed via a mostly green yellow cable to a certain point so that does not happen
