I'm watching YouTube on the Android app and I have a Huawei Mate 20 Pro mif 128gb. The other day a bug is annoying, which happens when I watch videos at 1080p or 720p, because then the video only ever has 10fps. Can any of you help me? Uninstall and reinstall the app.

Uninstall app? Why not? Clear cache in the settings.
