Would you rather have a cell phone contract with or without a cell phone?

I have had a Huawei Mate 10 lite for over a year. I'm now considering switching from a prepaid provider to a contract, since the contract has a term of 24 months, I'm interested in whether it is a normal tariff or rather with a cell phone

With a contract, I always take without a cell phone because in the end you pay more for the cell phone than you would buy it yourself.
