If it is a real JPG image file, then any popular image viewer can open that as well.
The data is now likely to have either been damaged in shipping or it is not common JPEGs, but another file format that was simply renamed.
JPG is the most common format for photos. By default, every digital camera and smartphone stores photos in JPG format.
Any browser, graphic e-mail client and any image editor can open this, of course GIMP.
If Gimp could not open it, it was not .jpg.
Maybe damaged in the mail?
Just send a file to yourself and check if it is then open.
Also Firefox and Co. Can… Jpg show → just drag in a browser window.
Every xbeliebige image viewer does this. In general, even the installed operating system has one.

Ok, strange. So the smartphone shows "JPG" not JPEG.
These extensions are both used. JPG is the more common variant, but the programs understand both (JPG and JPEG). The whole thing has historical reasons: Old file systems supported only extensions with a maximum of 3 characters in length.
