My little brother is a bit older now and goes to school, but you can't quite trust him yet (not least because of his disability).
That's why my parents want me to put a location service on their mobile phone (it's a cheap huawei Android). It should show its approximate location and if it is reported when he goes into a certain area or leaves this. In addition, it should not be switched off by mistake, so it is best to have no message in the message bar on which he can press it to turn it off, small icons in the bar are ok and the app may also be visible on something he does not press on it yet.
Google has an app that is free and serves its purpose. Called Google Find my Device. Just search the Play Store.
