Is it possible to transfer / mirror YouTube videos from a smartphone to a TV that has NO internet with a cable like the one in the link, or does the TV have to have internet for this?
It's all about watching the videos on a bigger screen, I don't really want internet on TV.

It depends on your smartphone. Not every device can mirror the screen via USB Type-C or output an image.
