You won't find an IP certification for the price, only an IP-53 from the manufacturer Xiaomi.
Neither Huawei nor Samsung certainly offer clever devices in the lower price range and the camera is technically even leaner.
The only recommendation for less than 200 euro that I can give would be the Poco X3 NFC and this is by far the best device in the price range.
