I guess you still have a Huawei phone with "normal" Android and thus Google Play services and the Google Play Store.
So just search for "Opera Browser" with Google and install the app. If it is not available, you can also install an APK file from confidential sources.
According to your question, you just want to activate it, does that mean it was already installed? If this is the case, scroll down to Opera in the system settings under Apps, click and then see the "activate" button
