When I went to France we had to use Google Maps to get there.
In Germany, the GPS signal was still quite good had no problems. But when we were in Strasbourg, there was the GPS signal every now and then away from 3 devices.
Our sat nav did not work anymore, the Huawei did not want anymore either, just now and then and my S8 went off but also from time to time.

As stated above, the GPS signals are transmitted across borders by the Global Positioning System.
I'm guessing you're using A-GPS, which is GPS with provider-dependent support. There could be problems with the access to the servers. In the menus there's possibly the point: Location Server access.
