As I said in the title, my Huawei p20 (normal) recording is pretty quiet. It always depends on how loud I have my cell phone. E.g. As soon as I have my cell phone completely quiet, like recording, it is 3x quieter than the cell phone, as soon as I turn my cell phone very loud, it is loud, i.e. Normal volume. Can this be fixed or discontinued?

The cell phone volume does not affect the microphone volume of your cell phone.
Be careful not to cover the microphone with your hand when recording. If you have a cell phone case, you should check again that it doesn't cover anything. Finally, there's the option to clean your microphone hole. However, you should be very careful not to damage anything.
