WLAN from mobile phone does not turn on?

The Wi-Fi of my sister can't be activated. The button is grayed out. It has the option "WLAN +", which does not recognize the WLAN however.

The phone is a Huawei ALE-L21 with Android 6.0.

Does anyone know how to fix the problem?
