No, I just got a Huawei P30 Lite and that has the playstore on it, all Huawei smartphones that were newly launched after the license was withdrawn and will no longer have Google services, with everything before that everything will continue as usual. I got Android 10 for mine 3 weeks ago.
Older devices? The Mate 30 series that came out in September 2019 was the first Huawei series to be launched without Google services.
