How does an Android data backup work?

Lower part of the display is defective. Huawei Mate 20 Pro. Recovery and Fastboot works, but USB debugging is not activated. Can you still install TWRP or save the data in another way?

For huawei there's the hi suite with which you can definitely transfer your display to the pc I think I've read something that some models also support it to be controlled with pc then you can activate the debugging option or one Create a backup on the pc

I thank you but none of it works in my case because as you say I have to activate it or what has to be set beforehand, regardless of which program. I also asked in the expert forum who say that is not possible either. It's a shame the police can do that for sure. The only option would then be repairs
