Is Huawei Honor 8X still equipped with Android & Google as normal?

I wanted to buy a new cell phone soon, but the Honor 8X from Huawei came into question. My cousin bought the cell phone at the beginning of last year and it should be quite good for the rather low price.
Now there's the thing that Huawei has been issued a specific ban since May 2019 and the newer cellphones e.g. No longer have Google Play.

How is that with the cell phones that were released before the ban? If there are no more updates here, can you even use Google on the cell phones if you buy them now? Or would the purchase not pay off for another reason? I ask for answers.
