How do I get out of this mode on my phone?

Hi, when I turn my phone on, I unlock it first and then something like a number pad comes to call someone. I can't get out of this mode and I can't pull anything down at the top of the bar. That comes every time and I can't do anything but call someone. Below I can still use the camera, the calculator and the flashlight, but even so I can't get out of this mode. I'm still going to the cell phone consultant, but maybe someone of you had such a problem.
