Use Skype on the laptop?

I signed up for Skype on my smartphone (Huawei), through my Microsoft account, and everything worked out great. Calls, chats, even with video, no problem. The contacts came automatically from my mobile address book on Skype, so the Skype and the ones I can invite.

Now I wanted that on the laptop. I already have Skype through Windows 10, but I can't find any contacts there either, even if I take the name that is displayed on my mobile phone when visiting a friend. When I enter their phone number and call, there's immediately "call ended" and it did not even ring, video calls do not work, because the camera is disabled again and again, although I change this several times in the settings. Now I'm slowly finished with my Latin and do not know how I can make a call via Skype (with video) and how I can add contacts.

I also had a problem with Skype and everything worked fine when I installed the normal Skype. So not the preinstalled.
