Since China and the USA have a trade dispute, American companies are no longer allowed to sell anything to Far East companies, Huawei is no longer allowed to use licensed Android. Xiaomi also comes from China, which is why I wonder why Xiaomi still has licensed Android.

Huawei is not withheld from Android, but from Google services such as youtube and play store.
Trump would like to harm Huawei because they are currently still leaders in 5G technology. Trump does not want to use a Chinese company in this technology in the USA, as this could pose a security risk (you have good snooping experience with Facebook, Microsoft and other technologies yourself). He hopes that other companies will then be able to catch up on Huawei's lead.
Xiaomi does not have this technology and therefore does not need to fight this company.
The reason for the ban is the mobile communications division of Huawei. ZTE is also involved in cellular technology and had a similar problem.
Xiaomi or other Chinese manufacturers such as OnePlus or Oppo are not affected.
