Mobile phone does not come on but only vibrates?

Hi so I got a replacement cell phone and this is an old Huawei should have been selected for a few years and did that to the charger and after a few minutes I tried to turn it on but it doesn't work and the whole time it vibrates totally and then it stops after a few minutes and then again, maybe you can help me?

If it's an old cell phone, you can't turn it on after a few minutes of charging. It has to load a couple of hours.

I don't know, but just let it load. Can still remember times when a cell phone had to be charged for about 10 hours.
