What do some apps need permission to make calls for?

Do they want to call at my expense or what? What I also ask myself is can they then make calls at my expense?

I bought an LG smartphone and it has an app called QuickMemo on it. I just want to open this app and it asks for permission to make calls. I don't want to get this approved, so I can't use the app.

Actually, I wanted to buy a Huawei smartphone again, but I read that they no longer have Google Playstore on it. Wanted to ask by the way whether that's true?

Such apps mostly try to react sensibly, e.g. A call comes in while recording a memo. To do this, they need authorization to make calls under Android. Sounds strange, but that's how it is.
