Is a Snapdragon 888 available to private customers?

I want to start a project and create my own system, for example a smartphone, from scratch and for that I need a good CPU (SMD format). I'm currently going to a colleague with a focus on ET, where I'm learning a lot about components and circuit board layups. Therefore, I don't need answers that say that it is not feasible, too difficult, or too expensive for a normal person. I want to face the challenge and join ET IT Development. Everyone starts small. Now let's get back to my question, I would like to know whether, for example, you can buy a Snapdragon 888 (or older (but not so old that you can't simply implement AI there)) or from other companies such as Huawei etc? Are there alternatives to manufacturers who are available to private individuals and who can use them to create powerful devices?

I would be happy if someone with experience can help with this question.

Dev kits are good for that. The big manufacturers also use it. First assemble with a dev kit is the correct way. First of all, designing a pcb is usually not a top plan for something complex.

They only sell the chips in large quantities, or on ebay if they fall off the truck.

Well, or you just desolder the chip from the dev kit or a smartphone, it would be comparatively easy.

Thanks for the helpful answer. Yes, it is a good idea to first build a prototype with a dev kit and then start your own development from it. I'll want to deal with it.
