Mobile gps and radio over pc permanently disable?

I would like to make a mobile phone (huawei p9) for test purposes unortbar, but it should continue to work Bluetooth and Wi-Fi, so I can't just take out the chip.

Is there a way over the adb driver in the terminal to turn off the gps and the radio permanently or at least so that you can turn it on only pc

You know that the phone can only locate over Wi-Fi? This happens on the basis of the radio networks in your area, Google has huge databases where a location is assigned to each WLAN.
