A certain CPU does not have to have the same clock speed in every smartphone, as the smartphone manufacturers can determine. This CPU is an octa-core because it has 4 "strong" cores and 4 energy-saving cores. But almost all manufacturers are doing this now.
I think you won't feel a difference of 200 MHz in the CPU in everyday life, but it would save power. If you really only want to go after the raw CPU performance, go for the one that is clocked higher.
These details partly contradict each other, on the look4mobile side it says 1.3 GHz and at the same time 2 GHz and 1.5 GHz, really suspicious XD
