Xiaomi Mi 9T. It has everything you ask for. Huawei has nothing good in this price range.
No Xiaomi device has IP certification!
You don't get a Huawei with IP certification (i.e. Water and dustproof) in your budget.
Either raise your budget or cut back on equipment.

Waterproof, dustproof and wireless charging will not be possible in this price range. Generally, at least not in connection with Android 10 (you would have to fall back on ancient camels) and certainly not at Huawei, since they don't even rely on IP certification for so long.
As NoPagadi wrote, I would use the Xiaomi Mi 9T in this area, there's nothing better. But that has neither Qi Charge, nor ne IP certification. At least I would not really pay attention to that anyway, because in case of doubt there's still no guarantee if there should be water damage.
